The Directorate of Higher Education, Assam has opened online applications for the Dr. Bani Kanta Kakati Merit Award 2026, popularly known as the Assam Scooty Scheme. Students who passed the Higher Secondary Final Examination 2026 with 80% or more marks can apply online before 21 August 2026.

Assam Scooty Scheme 2026

The Directorate of Higher Education, Assam has opened the online application for the Dr. Bani Kanta Kakati Merit Award, 2026, which students across the state know as the Assam Scooty Scheme. Students who have passed the Higher Secondary Examination, 2026 conducted by the Assam State School Education Board (ASSEB) with 80% or more marks can apply from 29 July 2026 at 2:00 PM till 21 August 2026 at 6:00 PM.

This year, the online application must be submitted. The department has introduced it so that eligible beneficiaries are identified accurately, duplication with the Mukhya Mantrir Nijut Moina Asoni (MMNMA) is avoided, and the procurement of scooters can be planned properly. Applications submitted after the closing date will not be entertained, and no offline application is accepted in any form.

Eligibility Criteria

Minimum Marks: The applicant must have secured 80% or more aggregate marks in the Higher Secondary Final Examination 2026 conducted by ASSEB. The same 80% requirement applies equally to both girl and boy students.

Examinee Category: Only regular examinees are eligible. Students who appeared under the betterment or reappearance categories cannot apply for this award.

Residency & External Admission: The student must be a permanent resident of Assam. Students who secured 80% or more in HS 2026 and enrolled in institutions outside Assam remain fully eligible, provided they hold a valid Permanent Resident Certificate (PRC) of Assam.

Nijut Moina Scheme Overlap: Beneficiaries receiving the Dr. Bani Kanta Kakati Merit Award (scooter) cannot simultaneously receive benefits under the Nijut Moina Scheme. However, if an eligible girl student chooses to opt out of receiving the scooter, she becomes eligible to apply under the Nijut Moina Scheme.


What the Beneficiary Receives

Selected students receive a brand-new scooter along with a protective helmet completely free of cost from the state government.

The cost towards scooter registration and mandatory insurance is directly disbursed by the government to the designated auto dealer via the Nodal Principal. Beneficiaries do not need to pay any amount to the dealer for registration or insurance. However, the cost of additional extra accessories must be borne by the student.

Important Notice: 2026 is the final year of scooter distribution. While presenting the 2026-27 state budget on 10 July 2026, Finance Minister Jayanta Malla Baruah announced that nearly 18,000 students will receive scooters this year, after which the scooter distribution programme will be permanently discontinued. The allocated funds will be redirected to the Mukhya Mantrir Nijut Moina Asoni and Mukhya Mantrir Nijut Babu Asoni schemes to provide direct financial aid to a broader group of students.

Distribution Process Workflow

The scooter does not reach the student directly from the department. It moves through the following stages:

  1. The list of students securing 80% and above marks is collected from the Assam State School Education Board.
  2. Eligible candidates submit their online applications through the official portal.
  3. The provisional list of eligible applicants is published, followed by the final list of beneficiaries.
  4. The Director of Higher Education notifies Nodal Principals to collect official Appreciation Certificates.
  5. Students collect their Appreciation Certificates from their respective Nodal Principals and present them to the designated local vehicle dealer.
  6. The dealer hands over the scooter and free helmet with registration and insurance fully cleared by the government.
